Smoke tinting isn't very hard to do if you have the right tools. I did this to my fogs and corners.All it takes is a little bit of clearcoat mixed with a tiny (very tiny) dab of black paint in it. It looks nice on my fogs and corners, but I dont think it would make the headlights look very good. It does however render the fogs virtually useless as far as lighting, and it would do the same for the headlights.
